Governor Jindal Says Louisiana Medicaid Fix Can Be In Stand-Alone Legislation

Louisiana needs a good fix.    

Because of the lack of revenues, the Louisiana budget is being carved close to the bone.  Governor Jindal has repeatedly warned of dire prospects should the state not find a solution to the Medicaid FMAP hole  

This FMAP cavity occurred when the federal government determined the amount the state would pay for its upcoming Medicaid costs compared to what the feds would spend.     

The cost-share calculation was tied to the state’s per capita income. 

Under normal times, Louisiana, being a poor state, had a higher chunk of its Medicaid obligation funded by Washington. However, because of the Katrina and Rita hurricane-rebuild money that flushed into the state, the income spiked and the calculation became skewed since it included the increased revenue years from the hurricane-rebuild period. 

Now the hurricane money is coming in drips and the income has returned to normal but not the future Medicaid expenditures. 

Thus, the Louisiana portion of the Medicaid costs is now fixed to the post-storm recovery income and not to the normal and current Louisiana reality.  It means Louisiana will be paying an unfair amount for its Medicaid costs, dollars it certainly cannot afford. 

Governor Jindal called the “FMAP fix” the most important Congressional delegation imperative.   

Ever since Jindal urged the Louisiana delegation to get involved, the only member of the delegation who has made headway with the FMAP solution has been US Senator Mary Landrieu.  Landrieu was able to tie the Medicaid bill to the very controversial health care legislation.  In doing so, she was heavily criticized for making a “back door” deal.  Although it is now questionable that other state- specific projects will make the final health care legislation cut, that Medicaid bill for now appears to be secured as the final health care instrument is debated and voted  upon possibly starting as early as this week. 

Senator Landrieu is in a proverbial “catch-22”.  If the health care bill passes with her vote, it would help fill the FMAP hole.  However, even if her efforts are successful, the opponents to the health care bill will lash out at her for supporting legislation they consider to be public enemy number one.  

But, if the health care bill does not make it to President Obama’s desk, Louisiana will be saddled with an additional dead weight it really cannot afford to bear as the state cuts programs and employees. 

So, what can Louisiana do to avoid the FMAP disaster? 

On Wednesday during a speech promoting the “Louisiana Way” opposed to the “Washington Way” of governing, Governor Jindal brought up the FMAP issue.   Afterwards, during a press conference, the Governor responded to my question on the topic, He said he felt that the solution to the FMAP problem could be through “stand-alone” legislation. 

He said he thought key federal officials agree that the FMAP calculation is based upon unexpected consequences.     

However, so far, for some reason, that “stand-alone” approach has not gotten to first base in Congress.  Ever since Governor Jindal made it public that the Medicaid fix was his top federal concern, the stand-alone bill approach has mustered no momentum whatsoever.     

Upon Bayoubuzz’s request for a response to Governor Jindal’s press conference comments, Robert Sawicki, Landrieu’s Press Secretary sent the following statement by e-mail: “Gov. Jindal requested the Delegation move the FMAP fix as quickly as possible, and in September Sec. Levine’s office even recommended that the Delegation include the fix in the health care reform bill.  Sen. Landrieu followed through by working with Senate Leadership to include this health care provision into the health care bill that was moving through Congress. She remains focused on seeing it across the finish line and delivering these much-needed funds for the people of Louisiana.

So, for now, the fate of Medicaid fix is tied to the future of the health care bill.  Should it pass, it will help the state already shocked by the economic downturn.   If the health care bill should fail, it will be back to the drawing board for the Governor and the Louisiana’s congressional delegation to convince the US Congress and the Obama Administration that Louisiana needs to remove a financial shackle caused by a quirk of law and brutal storms.   

Ironically, as Governor Jindal touts the “Louisiana Way” in balancing the state’s budget this year, there appears to be no “Louisiana Way” at all to deal with the immense Medicaid problem.  There is no game plan and nobody calling the shots to effectively deal with Governor Jindal’s main federal initiative.  Instead, for now, the players involved appear to be talking past one another or perhaps not talking at all.

Let's Get Back To The Column: I do not understand how we have gone for over twelve months and this issue has not been resolved. Whose fault is it? Jindal's for not pushing it directly with the delegation. I cannot believe there is no quarterback on an issue that could cost the state hundreds of millions. What about our delegations? The world’s population currently stands at around 6.7 billion people… The United States holds the largest gold reserve in the world. With 8,133.5 tonnes, the US gold holdings are worth approximately $269.67 billion. This massive gold reserve represents about .9436 an ounce for every person living in the country. So, in other words, if all the gold was spread out evenly, each man woman and child would have just a hair over a thousand bucks…. Gold is a finite commodity, and the acquisition of more would require more expenditures in gold, or reserve notes…. Are you starting to see a picture? The majority of the American gold is reported to be held in the world famous United States Bullion Depository in Fort Knox, Kentucky, although there is some controversy that suggests otherwise. The remainder of the US reserves are held at the Philadelphia Mint, the Denver Mint, the West Point Bullion Depository and the San Francisco Assay Office. The top ten largest owners of gold in the world are reported to control a total of 24,258.3 tonnes, or over 855 million ounces. At current spot prices, this gold would be worth approximately $804.35 billion and represents about 15.4% of all the gold ever mined….. So there is around 4 and ¾ billion ounces of gold ‘known’ to have been mined…. Now divvy that up amongst 6.6 billion folks and now there is only an average of around $780 worth of gold per person on the planet…. At what point does gold reach its peak value? You can’t eat it…… It won’t provide you with an eternal life. It is merely a shiny little commodity, and some folks want it, or they want a car, or they want furniture, or a refrigerator, or they want to buy their kids toys like basketballs, or I-pods, or they want a vacation… The fact is, all of these things together cost way more than $780.00 and those things don’t represent but a fraction of what people want to buy…. That is why we are not on the Gold Standard, there isn’t enough gold in the world to go around to fill our needs if that is the unit of exchange….. We have machines that give man tremendous productivity advantages. In some instances one man can do the work of a thousand men by working one machine. Our reserve note value is supposed to be linked to GNP/GDP….. It’s flaw is the control mechanism attached to it. It has no expiration date. An artificial expiration date is affixed to it in the form of ‘taxes’ or its other abstract ‘poverty’…. Or on the far extreme ‘war’ in order to ‘burn’ “excess” money up…… ‘Lever’ notes can have an expiration date, as long as you are earning them you can use them. GNP/GDP is a reasonable system.. But, with efficiency in productivity due to technological advancements, and through conservation measures it means people shouldn’t have to work as long… They should enjoy life… Everyone should be able to produce and contribute and reap the benefits….. I would suppose that the real culprits would be people that try to drive prices up artificially by sucking up all the things a man needs and making him pay rent and drag his bones across the salt pile, mining away until the day he dies… And for what?

I suppose for the stuck in the rut types out there, ‘Lever’ notes is a difficult concept to grasp. Seemingly the only sure things in life are death and taxes… So, to give those two subjects their token ‘dues’ I will elaborate a little further. OH, BUT YOU CAN’T JUST PRINT MONEY OUT OF THIN AIR AND PUT IT INTO CIRCULATION BECAUSE IT HAS NO VALUE!!!! Well sure you can… What make you think our ‘reserve’ notes have any value? Well, take it to the U.S. Treasury and tell them you want to exchange it for something… If you have five of them they might give you a 5 dollar bill, but aside from that, you ain’t getting a damned thing from them….. Understand? Oh, wait, so you want to go to the government and demand that they exchange your reserve note for something… Fine, they’ll take your reserve note from you and tell you “Thank you for making a campaign contribution, which party would you like it sent to?” You see, even the government can’t take your reserve note and give you something back for it….. Now you can go to a gift shop at a national park or something and buy a post card for your reserve note… Not sure if that is fair medium of exchange, but, if it’s what you desire, the government has lots of post cards for a buck probably….. So sit there, and wrap your mind around the paradigm of who in the government will give you something for your ‘reserve’ note. Here is a hint, you ain’t getting any gold or silver from the treasury or the federal reserve, or the U.S. Mint, but if you have $39.95 you can purchase the 2010 American Veterans Disabled for Life Proof Silver Dollar (AV1). Shame on STRONCONCRETE for trying to save tax dollars, put people to work, and protect lives and property of rich and poor alike in Louisiana in a rapid, efficient, and affordable fashion…………… The Bell’s are tolling….. Oh, I understand my situation, and I had said a long time ago I was going to be one of the first they were going to ‘put away’. I have no problem with that. And all that is left now is for the rest of you to fend for yourselves…. Plain and simple… “advance the equity of Louisiana's position ??? What position would that be? Oil and gas is as common around the globe as the stars are in the night…. You think Louisiana is going to have some kind of stranglehold on the rest of the nation, or the world there genius???? What is there in Louisiana that can’t be found somewhere else? Oh, I forgot, the Saints.. Oh, let’s not forget LSU….. Oh, Bobby Jindal, New Orleans? Yeah, that’s going to save the state….. David Quidd and the Concrete Man, once again are disingenuous: The Louisiana Purchase is nothing more than Mary Landrieu's cover. After the dust settles from this Health Bill debacle, and assuming it fails, there will be ample time to advance the equity of Louisiana's position and remedy the situation (and possibly retroactively) in other legislation. And of course no one in Washington is interested in dealing with it in a stand-alone fashion at the present time because as matters stand, the Dems have Mary's vote in the bank and bigger fish to fry. Allowing other legislation or a stand-alone piece to make a correction for Louisiana would remove Mary's cover and make her fully accountable to her constituents for voting against their wishes. So that's the last thing she or the Demo leadership wants at this stage. This is just a way of getting her vote for the Obama/Pelosi/Reid Health Bill and at the same time providing her cover to justify that vote to her more middle of the road to right constituents as being absolutely essential to the financial well-being of Louisiana. But no one is saying anything about the longer-term deliterious impact the Health Bill would have on the Louisiana Treasury. The money saved from the resetting of the Federal Medicare cost contribution to actual per capita income rather than the artificailly inflated, post-Katrina relief enhanced method currently in effect will be small change when compared to the longer-term costs to Louisiana and her citizenry from ObamaCare. And the present reimbursement inequity would be adjusted to actual incomes over time anyway, even if there is no fix, while the added costs from ObamaCare would be on-going.

A stand alone bill would never make it through Congress after Jindal's GOP friends attacked the "Louisiana Purchase". The Health Care Bill is the only viable means of accomplishing the change. Charlie Melancon must vote for Health Care Reform if he wants to defeat David Vitter this fall.
